Procurement Requirements: Consulting and planning services for the Hangzhou Philharmonic Orchestra’s concert seasons for 2026–2027, 2027–2028, and 2028–2029 (three seasons). For details, please refer to Section IV, Procurement Requirements.
Term of Contract Performance: From the date this contract takes effect until August 31, 2029.
This project does not accept consortium bids.
II. Eligibility Requirements for Applicants:
1. Complies with the provisions of Article 22 of the Government Procurement Law of the People’s Republic of China;
2. Qualification requirements for implementing government procurement policies: All services must be performed by small and medium-sized enterprises that meet the policy requirements, and a declaration letter from an SME must be provided.
3. Specific qualification requirements for this project:
(1) Suppliers whose heads are the same person, or which have a direct controlling or management relationship with one another, shall not participate in procurement activities under the same contract.
(2) Not listed on the “Credit China” website (www.creditchina.gov.cn), the China Government Procurement Website (www.ccgp.gov.cn), or any other relevant blacklists, including the List of Discredited Persons Subject to Enforcement, the List of Parties Involved in Major Tax Violation Cases, or the Record List of Serious Illegal and Dishonest Conduct in Government Procurement.
(3) Other specific qualification requirements: None.

1. Potential bidders who fail to obtain the procurement documents in accordance with the provisions of the procurement announcement shall not raise any objections to the procurement documents, and their bids will be rejected.

If a supplier believes that the procurement documents have infringed upon its rights and interests, it may, within seven working days from the date of obtaining the procurement documents or from the expiration of the announcement period for the procurement documents (in cases where the documents are obtained after the announcement period has expired, the date of expiration shall prevail), submit a written challenge to both the procuring entity and the procurement agency.
